General Description: The Engineering Manager have responsibility for whole engineering of project including but not limited to the following issues: • To assist Project Manager managing the project and organizing the project management team for the engineering of the project. • Detail review on the 60m water depth Jack up Project Technical Specification, report to PVShipyard the highlight concern areas to suitable for Super 116E model and Class requirements. • Review and comment to ensure completeness of the approved basic design package supplied by LTI; • Report to PVShipyard on the areas of concern, completeness and ensure the basic design package is in compliance to the class requirements and regulations. • Check with PVShipyard for any amendments on the basic design and perform feasibilities studies for the amendments if the design LeT Super 116E can fulfill Owner's requirements. • To assist to liaise with LTI and classification society to incorporate the valid amendments in the basic design package until final basic design package approved and received from Classification Society. • Responsible established and managed systems, organization, procedures and policies for engineering teams to ensure the detail engineering carry out are qualities and meet schedules. Assist PV Shipyard to carry out the detailed engineering work such as: - Assist and Review the overall project schedule - Prepare the detail engineering schedule - Assist and Review the method of construction - Assist and Review the block breakdown - Review/ comment and approval the major equipment list - Review and approve of Engineering Plan Progress Schedule - Advise the standard and requirement by Class and Owner - Advise/ review and approve specifications for procurement of Equipments/ Materials - Advise on the evaluation and selection of the Major Equipment vendor - Advise for the interface between EPPS and BFEPS - Review and approve all detail engineering drawings/ documents. • Assist PVShipyard to coordinate with equipment/material vendor on engineering issues • Shall be contract point between PVShipyard and Class for all detail engineering drawings/ documents for Class approval • Shall be the contact point between PVShipyard and Engineering Sub-contractor for all engineering issues within the Engineering Sub-contractor’s scope of work. • Supervises interfaces with other groups in project and sub-contractor for the various parts of the scope of works. • Implements engineering QA procedures and risk and safety. • Oversees constructability reviews in conjunction with the Construction Manager. • Evaluates in cooperation with the Project Risk & HSE Manager all risks related to the project activities and proposes mitigation or correction measures. • Ensures that technical activities are interfaced with project controls, principally for engineering planning and progress. • Ensures that technical activities are interfaced with Subcontracts and Cost Control Departments, and that engineering and procurement budgets are controlled. • Supervises Quality Assurance of technical activities and ensures interfaces with the Project Quality Manager. • Monitor engineering activities and proactively identify problems, non-conformance items and actions to be taken. • To controls all of the Field Design Changes, • Weekly and Monthly report to Deputy Project Manager and Project Manager; Work experience requirements: • At least 05-year (or completed 02 Jack up projects) experience in engineering manager position in new building jack-up rig. • Experience in fabrication yard establishment; • Strong organization, management, and technical judgment skills; • Ability to adapt to tight deadlines, heavy workloads, and frequent changes in priorities; Education Requirements • Must have at least a B.A degree or equivalent; • Working language must be English for at least the last 05 years. • Computer literature: Microsoft Word, Excel, Power Point, Microsoft Project; • Familiar with Primavera, Auto CAD, 3D Smart Marine / TRIBON / PDMS
